Istifta’ about the obsessive Mulla and performing marriage

The author asks whether this man is allowed to perform a marriage ceremony and if he can lead congregational prayer. Ayatollah Sadiq ibn Muhammad Tabatabayi has written his answer: he is not qualified to lead the prayer, but performing the marriage ceremony depends on his knowledge, unless the obsession has affected his mental capacities as well.
